IAC Idle Air Control valve question. 200

I pulled the IAC today for clening on our 89 240. Im hunting a lumpy idle. I already did the IAC on the 960 so I pretty much knew what to expect. But after cleaning as much as I could with some engine degreaser (O2 sensor safe) I tried moving the valve with a flat head screw driver. Nothing happend. On the 960 IAC, the valve moved easely and sprung right back when I let it go. The valve is open about 3mm, just enough to stick a flat head screw driver in.
Has this valve failed or is it supposed to stick like this? I applied quite a bit of pressure but I was afraid to break something.
If I need to replace it what other years 240/740/760 will also fit? I have a junkyard near by so if I find one that works im going to take it.
