240 Wiper Problems 200 1990

My 1990 240DL has developed wiper problems. Works reliably only on High setting. On intermittent and slow, wipers initially work but over time will slow and eventually stall.

Replaced motor one year ago after brushes failed. Problem developed after that. Ground strap is connected. What could be the problem? Appreciate any pointers.
