Still the same culprits on no-warm-restart: fuel pump relay, radio suppression relay, rpm sensor. 90% of troubles will be found there. See the FAQ for suggestions on long-distance repair with a soldering iron.

On the cranking issue, his battery is likely down, causing the starter to sound slow and loud.

The engine is non-interference. If the belt break, it merely stops. When cranked, it sounds light and lively as though there were no compression, which for 3/4 cylinders there isn't. Replace the belt and you are back in business.
