Steering Wobble - Tie Rods or Rack Unit? 700 1989

Hi,
I developed a wobble at the steering wheel esp turning left. I checked the ball joints - seem fine. Check the outer tie rods - seems o.k. There is play when I move the tire side-to-side. Maybe the inner ties? or unit...how can I tell?
