hard to pull out the relay board 700 1989

My experience is that it does not come out very far, I would not fuss it with too much as you may pull off some wires. However the relay can be removed for inspection and repair without to much trouble if you just move the tray towards you a bit.

Have you listened under the car while someone activates the OD button to see if the OD solonoid clicks. If it does then the relay is OK.
