740 Regina Error Codes, reliable? 700 1990

My 740 GL is having idle problems. It starts then dies, sometimes starts and runs perfect for a few minutes then as if a switch were thrown, starts idling poorly and dies. The error code (223) says the idle control valve is at fault. but if I apply power to it it opens. Also if I turn on the ignition and unplug then plug in the connector and at the same time blow into the hose from the air cleaner, the valve opens for a split second, should it stay open with the ignition on and engine not running?
