do bendix front calipers need that metal sleeve on the bottom?? 700

i've looked @ over 5 differnet companys that make reman calipers and none have that metal sleeve in there, they have the rubber bushing but no sleeve ... is that normal or ok?

or should i just remove the ones from the calipers i have and install it in the new ones?
