Parking Brake 92 - 960 900

Hi everyone, recently had the old girl in for an Oil change and was advised that the Parking Brake Mechanism had seized and was inoperable. They wanted close to 1000.00 Cdn to replace fused parts.

Does anyone have any experience in this area. Is it possible that the mechanism has deteriated that much? to the point where the parts have fused together.
