High Beam headlights out 700 1989

I am trying to get my car inspected in Massachusetts and I am having a problem with the High beam headlights(4 bulb sys.). They were out, went and replaced lamps, nothing. Cleaned all connections including grounds at fenders...nothing. The low beams lamps switch from low to high but the high beam lamps do nothing. What should I check? Alternator brushes and voltage regulator? Wiring? Any help is much appreciated. I cannot get the inspection done without fixing this problem so the sooner the better. Thanks for any insight you can give me.
