flame trap drain hose... the one that goes into the block... 700 1988

Hi Guys, this is my first post in a long while.

I recently had the oil pan off my 88 740 B230F brick. In removing the pan, I noticed that the hose connected to the bottom of the flame trap oil separator dips all the way to the bottom of the pan... right to the level of the oil pump pickup. This means that the bottom end of the hose is submerged in oil all of the time.

Is there any reason for this hose to be submerged in oil? If I reason it correctly, when cruising, the other hose from the flame trap going to the air intake hose would pull a slight vacuum on the flame trap drain hose and cause oil from the pan to be sucked upwards... probably not too far, but nonetheless, it is confusing.

The volvo green manual says that the hose must be of correct length and should not be cut.

Can anyone out there explain why this hose should be so long?
