ball joint taper - just turns - can't tighten to 44 ft-lbs 200

What am I missing? I got a new ball joint kit. But when I put the tapered shaft into the strut anchor tapered hole, then try to tighten the top nut to 44 ft lbs, it just turns and slides in the taper - nothing to stop it. Can't pull it down until the taper "grabs" and allows torque. Tried putting it in a vise to pull it down first, but it's wobbly due to the ball action. Now can't get the nut on or off, but can't use it this way. There must be a well-known answer, but I don't see it in the FAQ or search, or Bentley or Haynes. Help - my brick is in pieces !
