heater motor wiring 120-130

I started servicing my heater motor today. I was pleasantly surprized to find out the only reason it wasn't working was that the wires were connected wrong. Now that I am trying to hook it up right, I discovered something weird and I am wondering if my heater fan switch is bad. I tested the three wires - when the switch is all the way out one wire is hot; when the switch is halfway out, that same wire is hot and another one as well. The third wire is never hot, so that must be ground. I can't think why there are two wires hot when the switch is half way out. I am not even sure what position the switch should be in for high and low fan. I assume that all the way out would be high, is that correct? Shouldn't there only be one wire hot for low, and one wire hot for high?
