740 turbodiesel M46 cruise control - clutch switch bad or something else? 700 1985

The cruise control on my 1985 740 turbodiesel with M46 transmission will only stay engaged if I put my foot behind the clutch pedal and pull it towards the driver's seat. I know there's a vacuum switch on the pedal, but there's probably 2 inches of travel in the pedal itself when I pull it towards me. Is this a problem with the switch or is there some adjustment in the clutch linkage that needs tweaking or a return spring that's worn? On my gas 740T I've adjusted the clutch freeplay, but that only changes the freeplay from the resting position of the pedal to where the engagement point is, so that type of adjustment wouldn't fix this problem.
