tranny shift issues 200 1986

Yesterday I noticed that the old brick's tranny was shifting harshly and late. It reminded me of the manner in which my 68 firebird's th400 shifts...aka very stifly and very quickly. Today i pulled onto the highway and noticed that she will only shift into 2nd gear and no farther. also when I lift off of the gas at about 40mph the engine revs drop to idle and the car contines to coast freely untill I press the gas again and and the revs have to catch up to there previous level and a bit up a shudder is felt. Is this a lock up converter issue? Hopefuly the shifting issue is simply a vacuum issue, but i fear it is not as the tranny whines a bit to. Anything eles I should look at before i break down and take it to the tranny shop?
