What's the secret to removing the lower shock bolt? 700

I read what the FAQ says (mine's stuck, too!)

Is my only option to cut those spacing collars 'tither side of the shock eye?

I can get the bolt on the right shock to spin -- but the collars spin with it. Surely they are rusted the the bolt.

Did all the usual with PB Blaster, heat, hammering, etc.

My 250# air gun wouldn't even loosen the right side bolt

Does the dealer usually carry the spacer collars and new bolts? (I've been hammering on the bolts)
