Tail Lights and Tailgate Harness 200 1990

Having numerous problems with the several types of tail light bulbs, continuously going out and unreliable. I am going to replace both tail light assemblies on my 1990 wagon. Also, wires in the wiring harness in the driver's side(left)tailgate hinge are broken. IPD says I should replace the tailgate wiring harness prior to replacing the tail light assemblies due to possible electrical shorts. Question: Is there a down side to replacing the tail light assemblies first and seeing what happens - that is, can the tail light assemblies be damaged if there is a short in the tailgate hinge wires? Thanks for any advice!

(I believe the tail light problem is in part due to the circut boards, the assemblies are old and weathered.)
