Torque vs. O/D 444-544

Just wondering if anyone out there has had any experiance building a motor favoring lower and midrange torque? If so, what was the combo.... cam, valves, stroke, rod length, compression etc. I'd just like to get away from high revs without going to the expense of a swap to o/d and a floor chop. Just wanna keep it simple.

The local diff. shop can change the ring and pinion for something in the 3.5 to 3.78 range and renew bearings etc for what an o/d swap would end up costing. Since my B16 is'nt what one might call long on torque, I'm thinking an engine swap / M40/ tall rear gears might do the trick.
Is this possible using stock type Volvo pieces rather than one-off billet this forged that, blowers,injection ....like that.

Just like to end up able to cruise along at 65 /70mph at around 3000 to 3500 rpm

Is this just pie in the sky or has anyone tried this with a road going PV?
