Brake Lights and Backup Lights 200 1990

My brake lights and backup lights are not working on my wagon. The tail light assemblies are new, so the problem is not there. All other lights including the turn signals and rear fog lights work fine. Is there a relay or something that could be bad and cause brake lights and backup lights not to work? The brake light has its own fuse. The backup lights are on the same fuse with the turn signals. I think the fuses are fine. Any help would be appreciated, need to get the vehicle to pass state inspection by end of April.
