Exhaust Manifold studs 444-544

I found a dual pipe exhaust manifold and had to get new studs. It looked like 10mm studs were going to work good but not totally. They worked fine on the two positions where stud comes all the way through the manifold flange. On the third hole, it goes up into the manifold about 1". On this one the 10mm stud is not working. I can tighten it just so far then it gets loose again.
Should this stud be different from the other two? Differtent threads?
Or do I have screwed up threads in the manifold.
