What should I offer? 200 1993

I'm looking at buying a 93 240 automatic, with 155K miles.
Tranny is good, no leaks. Engine runs well, but appears to need a head gasket (leaks). Brakes are spongy, a lot of travel in the pedal, but once you get it to the floor, they stop the car fine, I'm thinking they need bled.
It spent some winters in NY, and has some surface rust below the doors that looks minor, but one of the rear doors is all rusted out at the bottom. The red paint is pretty faded, but other than that the body is good.
Gas gauge doesn't work. In genderal, it seems maintenance was done on time. Owner knows little about cars, but kept all maintenance records.

Anyway, he's asking 3600, but blue book is 3300. I was thinking of offering between 2000 and 2500, and not really wanting to go any higher. I do have a mechanic friend who can help with the work thats beyond my abilities, and a red 93 parts car to pull from. So what do you all think this car is worth? Keep in mind I need a new car relatively soon and I'd really prefer a 93 (I like the ABS). Thanks!
