intermittent very fast idle after engine fully warms up 200 1990

I have noticed a problem with my 240 non turbo with automatic transmission.

If I go on the expressway for more than five minutes and get to open the throttle to reach speeds of 60 -55mph, when I get off the expressway and ease off the gas pedal, the engine keeps on racing and then going back to idle and then racing again without me touching the gas pedal.

It races for two to three seconds and then settles to regular idle for the same amount of time and the cycle repeats itself. The car has 150,000 miles and I have had it for 1 1/2 years. I have not touched the throttle assembly, the constant idle air pump nor cleaned the throttle body, but a local mechanic has changed the head gasket,the intake manifold and exhaust manifold gaskets. with the timing belt last July. When I drive around town for five to ten minutes jaunts I do not experience or at least notice the phenomenon.

What should I check, clean up, adjust or replace?
