do my rotors need to be replaced? 200 1978

on a '78 245 with 220k:

doing the front brakes, i found some areas of the rotors to have rust spots, and one rotor appears to be slightly warped, with a wobble of less than 1mm. the other one is perfectly true.

when braking, there is felt a slight pulsing in which the braking power is briefly increased. is this an acceptable condition?

is there a recommended way of cleaning the rotors, or do they need to be replaced?
