85 turbo no start 200

since putting the newer pump in, i get fuel out of all the injectors when i crank it over. i have laid all the plugs on the block and am getting good regulated spark out of all of them. my manual says that if it cranks but doesn't start, its one of three things:
1--no spark
2--no fuel
3--flooding

i have spark and fuel, so maybe too much fuel? under that heading it says to check the cold start injector and thermal timing unit. i pulled off the cold start injector. the line feeding it has ample fuel and pressure, but when connected, no fuel emits. i tested the electrical, and when cranking, only 9 volts are reaching the injector from a fully charged 12v battery. is that enough to open the cold start? if so, i have a defective cold start injector. if not, maybe bad wiring to the injector.

i can't locate the thermal timing unit to check it. the manual says its on the block, but shows no picture or anything to clue me in. i will follow the wiring from the cold start injector and see if it leads to it.

i am also going to check the compression tonight hopefully.

another question i have is that my manual says that 85's are fitted with "LH Jetronic 2.2 fuel systems" but the motor i have is more like the "LH Jetronic 2 fuel system." i checked the title to make sure it says 85 instead of a different year. it shows it as an 85.
