Brake rotor loose but won't come off HELP! 700 1991

Hi: I have never seen anything like this before. The brake rotor is loose but it will not come off. Yes I removed the locating pin. I can rock it side to side & move it approx. 3/16" away from the hub but that is it.
It feels similiar to fitting a puck into a caliper. Very tight tolerance fit that must move exactly at 90 degrees to the bore. Wailing w/ a hammer does nothing but cock it from side to side. I knocked all the wheel studs in as far as they will go but no difference.
It was rusted on at first but lube & a hammer loosened it.
I could remove the hub & replace it but it is only 2 years old & they cost $300.00 (Canada).
Any ideas?
1991 740 turbo wagon, girling abs, 280mm rotors 26mm thick.
