242gt fuel pump? 200

My 79 242gt has been experiencing some type of fuel delivery problem after I cleaned out all of the boxes of junk in the trunk. It runs and drives but sputters at certain times, so I'm curious if there is something in there that I disrupted?

Also, it seems that the noises it is now making are coming from a fuel pump located underneath in front of the gas tank. There is an odd whining sound now that is fairly constant.

So, what is that thing, and does anyone have any ideas what the problem might be?
