central locking/unlocking,main lighting relay issue. need help with this one.... 700

today i had my main fuse panel visible and i started up my volvo and turned on the lights. the cover of this relay fuse is metal and after a few moments, the fuse would be hot to the touch. is this normal??? i update my lights so that now i have h4 bulbs in them instead of using the origional sealed beam set origonally on the car. i also now have the issue that when my low beams are on, my high beams are very dim, and when i turn on the high beams, the lights are brightand all 4 headlights are on, then again as i make them go back to low beam, my high beams have a very low glow to them. what would cause this fuse to heat up like this?? is it old and about to give out, should i buy another one to replace this one??? any advise is really appreciated.
