Torque Specifications

Thanks everybody for the information and advice—you helped clarify the harmonic balancer problem. I passed on the rope trick, partly because of my experience level, mostly because the parts store where I bought the pulley offered to lend me their counterhold tool.
I have a question about torque specifications now that I’m about to put on the new pulley: my Chilton’s book says for the crankshaft pulley bolt 43 ft. lbs, but there’s an appended footnote, a circled 15 next to the 43lbs, but at the bottom of the page the legend only explains these types of notes up to 12!
Do any of you know the correct number or necessary/special steps for tightening the bolt on an 87 740?
