Help! Rear shock for 75, 164

I posted to all of you because the 75 164 is pretty close to the 240s. Not inside the spring.

I am replacing the rear shocks. I hope, but the bottom bolt won't come out. The nut is loose, but it appears that the rubber on the bottom shock mount is stuck to the bolt. The top is off and I can move the shock back and forth but the resistance of the bottom keeps the shock at close to 90 degrees.
I have tried to hammer the bolt loose with my 16oz hammer (nut on the bolt and a 6" rod to clear the brakes. If I need a torch, this project is going to a garage.
