Stopping rust on bumper 120-130 1960

Tom: Thanks for the clarification. Your original posting used the word "fender". Chrome on the "bumper" might have been the better choice of words. I'd still recommend using the POR-15 method; wire wheel flaking chrome and rust, degrease, etch, then coat with silver POR-15 - good enough for a cosmetic fix. If done according to the POR-15 instructions, the rust will not return. While you're at it, coat the inside of the bumper because chances are rust has already started there as well. Good luck!
