1990 240 DL Wagon with Bulb Failure Problem 200

Hello all:

The last time I posted a message everybody had great suggestions. I am not out of the woods as yet. What started it all was when I had my rear electrical harness replaced by a shop that did not know what they were doing and I ended up with the following problems.
Brake failure light did not come on when hand brake was engaged. That still is a problem but I think it might be a bulb???????
Rear defroster light stayed on continually - went to another shop and they fixed that problem.
The Overdrive realy light came on itermittently - that also was fixed.
The Bulb Failure stayed on when the low or high beams were turned on. That still is a problem and very annoying especially if I am driving at night. When I step on the brake sometimes the light will go off and as soon as I take my foot off the brake it will come back on again, other times it will "flicker" on and off The last shop I went to said that I need to replace my "Bulb Failure" relay but I am wondering if that is right? Has anybody had any experience with this type of problem? I am just so hesitant about going to any more shops because of my past experience. Thanks everybody for your input - appreciate it.
