My bad gas mileage makes Bush happy!! 200 1989

My 16 MPG 80%highway/city gas mileage makes President Bush and his Texas oil buddies very happy!!

I often see other 240 owners complain about 20 MPG highway/city and others brag about 30 MPG highway/city............blah, blah. I have never gotten near 20 MPG........EVER!
I have done all the stuff listed in other posts such as..... tune-up, new O2 sensor, fuel filter, tyre pressure, air filter, 89 OCT gas, flame trap, oil changes, all at regular intervals or within the last 6-18 months. I have not changed the AMF meter or stopped driving below 80 MPH. I don't drive the car too often; I average 18 miles per road trip and 200 miles per tank fill-up.

Do you think I should redo all above changes again, all at the same time,
Or maybe just stop driving 80 MPH? What do you think is the "magic" fix would be?

BTW: I have owned this car longer then I care to admit to myself and have never gotten decent gas mileage.
