85 turbo no start 200

i just checked the compression on the car and cyl one had about 70 psi, and the other three had about 90. this is way too low, isn't it? i have strong spark, good fuel flow, and good air/fuel control. could the low compression be the culprit? would some starter fluid help diagnose anything? i heard it ignites fast and easy and can sometimes indicated different things.
