Slow drain on Battery 200 1983

I have traced a slow drain on my battery to the #8 fuse(showing a 12.15 volt draw when fuse is in, drops down to about 3 volts when fuse is removed). I thought it was my door lock switches failing, from reading other posts and intermittent door lock action. I have disconnected the wiring in both front doors from the door switches, but the fuse still reads 12.15 volt draw. I also checked the glove box, voltage does not change whether the pin(for light) is pushed in or not. How do I track down from this point on? If I connect the drivers side wiring I can hear the relay in the middle of the dash clicking but none or the locks work.

I understand very basic electrical, so if anyone could walk me through this it would be great.
