stock manifold or header? 140-160

The first one I had didn't have any secondary butterflies in it (1967).
Later ones (including my 164) I pulled out the shafts, and stuck a couple
short pieces of 5/16" bolt sawed off flush in the holes sealed with
the permatex that doesn't get hard. I think I would rather do that or tap
the holes with 1/8"NPT threads and plug them than weld them up. You always
run risks welding cast arn.

There could be other things stopping it at 4000 rpm such as a worn cam,
or even retarded ignition.
