Fuel pump relay question 200 1982

1982 242 K-jet

Couple days ago quit on my wife. Engine turns over just fine, won't start. Has new plugs, wires, ditributor cap etc. I have located the fuel pump relay. When I turn the key to on without starting the car, the relay clicks, I can hear the pump spin up, then it clicks again about 2 seconds later and I can here the pump stop. Is this normal, or can I assume that it's safe to say the relay is having problems?
