no ABS OBD codes - no 1-1-1, nothing 900 1993

I bought this car back in January and drove it a couple of days before parking it for the winter. In that time, the ABS light came on once, but didn't repeat, and the ABS seemed to kick in fine on the slippery snow.

Recently, I did a routine check of all my diagnositic codes, and found that I'm not get any code on the OBD ABS pin. I put the probe in pin A3, pressed the button for about 2 seconds, but got no response back - no 1-1-1, nothing. The other OBD code check points seem to respond normally.

There's a topic in the FAQ: Surge Protector Failure, about getting an ABS idiot light but no OBD codes. I'm not getting the ABS idiot light any more, but since I wasn't getting any OBD codes, I went through the Surge Protector Failure checks anyway. With the car running, 14 volts is making it to the pin 2 output from the relay, and on to the control unit, which proves that the relay and fuse are fine. I'm also getting continuity between the OBD check point A3 and pin 31 on the ABS Control unit.

Any suggestions on what I should do/check next?
