Blinkers will not blink 200 1988

I am trying to chase down this problem. The relay works, I see and hear it click but the yellow wire has no power while the white wire dose.
(1)How dose power get from the fuse to the blinkers?
On the blinker stalk the only wires the have any curruent to them is the brown wires (headlights) the others have no power to them. On the hazard switch, only the green/white and white wire has power but I didnt check the black wires.
(2)One more thing, on the relay the hammer(?) stays in contact with the plate(?). Shouldnt move back and fourth to make the clicking and blink the blinkers? Sorry if this is very confusion, I know it is to me.
