I agree, most quality rings are made to have the correct gap on a standard bore, and filing is a last resort. It is essential to deburr the ring end to ensure it doens't stick in the groove and become fixed and fail to rotate.
The rule of thumb I was taught, and have used for years, is .004 per inch of bore for the top ring, and .003 for the others. Forced induction and nitrous take a bit more. A B20 is then .014 minimum on a 3.5 inch bore.
