Bleeding a CIS system 200 1979

A friend just bought his first Volvo, a 1979 244 DL. The first thing he did was service it and replace the fuel filter. Now he can’t get it started. I suggested that he bleed the system at the filter outlet, but still no go. What is the best way to bleed the air out of a CIS fuel injection system?
