Cam seal loose in head 200 1987

Has anybody seen a cam seal (behind the front pulley) that was not tight in the head? About a month ago I put a timing belt in this car with 350K miles on it. When I went to replace the leaking seals the one on the cam was leaking around the outside of the seal and would spin in the head! WOW, never saw that before. So I put some 3M super weatherstrip adhesive on the new seal and put it in. Today that new seal popped out.

I am thinking JB Weld about now.

Has anybody seen this before. Could it be a drain back problem causing pressure behind the seal? I have not yet taken the cover off, but it sure looks like the seal has come out. HELP
