What is the correct fuel pressure for the 164?

I'm starting in on my new '74 164 and the first thing to address is a rough idle and light throttle hesitation. (If you step on the gas more than halfway at a stop it will burn rubber and will cruise fairly smoothly on the highway as well) Most of the ignition system has been recently renewed so I'm concentrating on the fuel injection. I pulled the plugs and they had a bit of carbon with the #2 plug a bit more than the others. The fuel pressure reads 35 psi. and the manual says 28 psi. is correct. Should I try to adjust the fuel pressure regulator down to 28 psi. as a first step? I also tried pulling the fuel injecter connectors from each injector with the engine running and couldn't feel a significant difference.
