What is the correct fuel pressure for the 164?

I'd set it to 28 psi and see how it does. If it stalls and hesitates even
when warm, go to 30 psi.

Your hesitation may be due to poor contacts on the throttle switch.
With everything turned on but the engine not running you should hear
a series of clicks when you open the throttle. That is the throttle switch
sending extra pulses to the injectors. If you hear it, good. If not, check
terminals and clean contacts on the switch.
