high idle 200 1984

i cleaned my throttle body and now my idle is too high, i went through the fac and tried the adjustments. here's what happens, i adjusted the idle switch yesterday and when i started the car the idle was correct. and it stayed steady, but if i give the car gas the idle will not droop below 1400 buntil i shut off the engine and restart it, then its fine again til i hit the gas, what gives?
