245 Valve cover

I've looked at a 90 245 wagon. In very good shape (some questions about brake fluid that i have in another post).

On the valve cover back near the firewall there is a coating of like undercoat or maybe epoxy or something. Like a patch but that's a metal valve cover and i can't imagine it needing to be patched. Could something have melted and dripped down? Very curious.
