"I think i have tried everything so far, and no luck. I have replaced the high beam relay, the regular headlight relay, and checked all my grounds."
• It would help if you gave us the car's year. The 85 and 91 have different circuits. Neither one have a "high beam relay", but they do share the same High/Low beam change relay on the Left fender rail. I'm not sure what the "regular headlight relay" is, but guess you might mean the Main light relay inside (up behind the dash vents?) on the '91.

"The regular beams do not work. I can turn them on(?) with the switch, but the lights stay off."
• You mean you turn the switch to the Head light position, but get no lights? If so, that points to the switch, the BL/WH wire from switch to relay, or the relay itself.

"I can then flip my High beams on and they will stay up. What gives? Could it be the on dash light switch?"
• If by "flip" you mean signalling with the directional stalk, I can't explain it. The Highs should only stay on as long as the stalk switch is activated. There may be a problem there, but I've never seen or heard of what you're describing.

Here is how the '86 up Light Controls work:

The Light switch has 2 "on" positions — (1)"Parking" and (2)"Headlights"

(1) In "Parking" position, the switch sends +12V to fuses 15 and 16, which power the Tail Lights and the front Parking (corner) Lights (among other things).

(2a) In "Headlight" position , the Light switch's +12V to fuses 15 and 16 is removed, but if the Key is ON, the switch now energizes the Main headlight relay, which instantly restores the +12V fuses 15 &16 (so the Tail and Parking lights stay on) and.....

(2b) .....also sends +12V to to the High/Low beam relay on the left fender rail. At this point (depending on the High/Low relay setting) the +12V either powers the High Beams, or goes back inside and thru the Bulb Failure Sensor and then out to the Low Beams.

The High Beam "Flasher" is an entirely different circuit, involving neither the Light switch nor the Main headlight relay.

The Bulb Out Sensor could kill the Low beams, but there are no fuses involved in the headlight circuits.
