Solid LED light at ECU test terminal 200 1987

I had to replace a no-start AMM with a used one. It runs OK, but mileage is still in the 21-22 mpg range (same as with the failed AMM).

The problem in checking this "new" AMM is that the test LED won't flash or go out, even though I've done 15 slow turns on the pot in both directions.

I finally set the pot to 365 ohms, which was the sweet spot on some previous ones, then checked the O2 sensor signal with the DVM. It might be swinging a bit slow (2 years old) but I saw nothing lower than 0.3v or higher than 0.7v.

Any ideas as to why the solid LED? I've never used one before, so this is disappointing.
