Starters that don't 444-544

I'm continuing to debug my newly purchased 544. When bought the starter solenoid would sometimes click without engaging the starter. This resulted in a heavy current drain. Usually after a few tries the starter would engage. Now when I hit the startes, I get a heavy current drain but not even a click from the solenoid. Is this likely a solenoid, and if so are solenoids available? Are Japanese startes conversions available for these cars and if so from whom?
