Bolts holding front bumper shocks 200 1990

I'm having a very hard time removing the bolts (17mm head) that run from above the front frame rail and down into each of the bumper shocks. The bumper was hit on the side by a car moving forward, which caused the bumper shocks to break in two (this was more severe on the side of the car that took the hit). I got the bumper off and fortunately it does not look bent. I've tried Liquid Wrench on one of the bolts but it seems to be stuck really bad. Is is normal for these bolts to get stuck? I suppose I can try a wrench with a longer handle, or even an air wrench, but was wondering about others' experience and advice. Since I can't get the bolts out, some of each shock is still attached to the frame. Thanks.
