240 fuel pump problems

What ECU is your car equipped with? Pull the panel to the right of the passenger's feet and take a look. Pink label 561 (last three digits of number)? The behavior you describe is a classic 561 failure of not providing the necessary ground to run the pumps to enable the car to start.

The 951 ECU is the replacement for the 561 and while most of the 561's are on 89 models there are (or were) a number of 90's that had them as well.
