Mystery wire splice 200

Just wondering...
Any ideas as to why someone would tap the blue/white wire to the rear fog lamp switch? In my '89 wagon I found a single wire spliced into that bl/w wire right up close to the switch. The extra wire was about three feet long and ended in a protected female spade, connected to nothing. I don't believe this is factory wiring because it's not on the diagram and I don't think Volvo used this sort of splice (similar to Scotch-Lok). I removed it. Should I have left it? What would it have been connected to?
Anyone ever run across something like this?
